SUBCOMMITTEE PROCEDURES
POLICY SUBCOMMITTEE
The Policy Subcommittee shall work with the superintendent, business
director, and other district-wide administrators as appropriate to:
- Review and/or prepare and codify specific policy statements.
- Consider any additions or deletions to current policy.
FINANCE SUBCOMMITTEE
The Finance Subcommittee shall work with the superintendent, the business
director, and other appropriate personnel as designated by the superintendent.
The Finance Subcommittee shall make recommendations to the School Committee, as
required, relative to the following items:
- Review the evolving drafts of the annual school district budget as they
are prepared for the school committee.
- Review the financial implications of items requested of the school
committee after the budget has been adopted for the current school year.
- Determine that the District is complying with established policies
relating to the financial operation of the District.
FACILITIES SUBCOMMITTEE
The Facilities Subcommittee shall work with the Superintendent, business
director, building and grounds manager, and other appropriate personnel as
designated by the superintendent. The Facilities Subcommittee shall make
recommendations to the School Committee, as required, relative to the following
items:
- Review all City Building Commissioner and insurance company inspections
reports to determine priorities and needs for facility repairs and
renovations.
- Provide counsel and advice to the superintendent, business director, and
the facilities director as to the nature and scope of repair projects, to
include recommendations for shifting priorities.
- Assist in long-range planning efforts that deal with facility needs.
COMMUNITY/GOVERNMENTAL RELATIONS SUBCOMMITTEE
The Community/Governmental Relations Subcommittee shall work with the
superintendent and other appropriate personnel as designated by the
superintendent. The Community/Governmental Relations Subcommittee shall make
recommendations to the School Committee, as required, relative to the following
items.
- Develop and review a program to disseminate School Committee and school
related information to the citizens of the Gardner Public School District,
to the City Council, and to other appropriate governmental and private
sector agencies.
- Develop and review programs for recommendation to the School Committee
that will aid in promoting good will, understanding, trust, and cooperation
related to the public school mission of this school district.
- Review legislative proposals and actions and apprise the School Committee
as appropriate.
TRANSPORTATION SUBCOMMITTEE
The Transportation Subcommittee shall work with the superintendent, the
business director, and other appropriate personnel as designated by the
superintendent. The Transportation Subcommittee shall make recommendations to
the School Committee, as required, relative to the following items:
- Develop and review policies and procedures as they relate to the contract
with the transportation provider.
- Make recommendations concerning the mileage requirements when determining
distances for student eligibility for transportation.
- Report any changes in bus stops for safety issues.
- Make recommendations concerning the exempting of streets within walking
distance to the schools for unsafe conditions.
- Serve as a review board for transportation disciplinary issues.
PROCEDURE FOR SUBCOMMITTEE OPERATION
- The School Committee shall consider and shall act or not act on these and
other recommendations as it sees fit. Recommendations that do not receive
immediate School Committee action may be referred to an appropriate committee
for further consideration. Such referral shall be made by the School Committee
chairman or by School Committee action. Subcommittees shall report to the
School Committee each month on the progress being made on referred matters.
- A calendar of upcoming subcommittee meetings will be provided at each
regular School Committee meeting.
- Subcommittee agendas shall be coordinated by the subcommittee chairperson.
The chairperson shall make a diligent effort to contact all members of the
subcommittee in regard to a mutually agreeable committee meeting agenda. The
agenda will be included in the Friday package preceding the meeting.
- Certain subcommittee duties and projects shall be considered as continuing.
The following are among the subcommittee projects to be considered as
continuing:
- Review of budget status of all school district funds.
- Review of existing school buildings, grounds, and equipment.
- Review of School Committee policy.
- Review of existing supplementary programs such as the transportation
program.
- Review of legislation.
- Minutes of all subcommittee meetings shall be recorded and published in
time for the regular School Committee meeting. The subcommittee meeting
minutes shall contain essentially the following information:
- Record of attendance.
- Listing of items considered.
- Listing of the items recommended for School Committee consideration.
- Listing of the items tables for future consideration by the
subcommittee.
