Liabilities to Assets is a pilot program that the Department of Housing and Community Development has created to help communities stabilize neighborhoods by re-developing deteriorated properties that are a blight to their neighborhood. Gardner has partnered with NewVue Communities, Athol, Clinton, Fitchburg and Leominster to apply to this new program. The Program would support the purchase, rehabilitation of primarily one and two family properties vacant for at least 3 years at the time of development. Homes would be sold to owner occupants at market rates. The full application is available here:
